Mexico's Secretaría de Relaciones Exteriores explains that foreigners cannot acquire direct title to land within the restricted coastal and border zones, but may use and enjoy real estate in those areas through an authorized fideicomiso with a Mexican bank acting as trustee.
The practical result is that international buyers can purchase and use homes and condos in Puerto Vallarta while the trust structure is established as part of the transaction.
